On May 5, 2003, Portland police officer Scott McCollister, a 6 foot-tall 220+ pound white male, shot Kendra James, a 5-foot-2, 115 pound, 21-year-old unarmed black female, during a traffic stop in North Portland and left her handcuffed, bleeding on the street, to die. At trial, an all-white jury found officer McCollister not guilty of using excessive and unreasonable force.
Officer McCollister was suspended without pay for six months, but after arbitration he was reinstated and back-paid.
